Councils across Kent and Medway have published a series of draft business cases outlining options for the biggest local government shake-up in 50 years.
The plans, compiled with KPMG, explore different options for creating new unitary councils.
Each council will now review the proposals, which include models for one, three, four, or five new authorities.
Swale councillors will be meeting on 19 November to make a decision on which model to support.
Cllr Tim Gibson, leader of the council, said:
"After a lot of work and discussions, we’re getting a better picture of what the potential changes could mean for local people.
"The full council will meet on 19 November to discuss the options and decide which we think will provide the best outcomes for local people.
“We will then, along with all the other councils, submit our preferences to the Government by 28 November."
The publication of the plans follows a public engagement exercise which found that residents want any new system to focus on the quality of services, ensure value for money, and solve problems quickly.
The government will assess all proposals submitted by the councils and is expected to launch a full public consultation in the new year. A final decision on the future structure of Kent’s councils is expected next summer.
